When the left or bottom panel opens, can the map stay still instead of panning?

  Unfortunately, no. The viewer will always try to keep the same extent in its map view when other components encroach in its space, like the layer list or toolbar. There was considerable discussion in the early days of the Silverlight viewer as to what this behavior should look like, as Bing Maps, Google, and MapQuest all did their own thing. The HTML5 viewer's behavior just followed what we'd done in Silverlight.

   

  The good news is that this will be going away in the 3.0 HTML5 viewer: it will define its map view by center point and scale, so the map won't move when you open the toolbar or layer list.
