Control default behavior of layers

I prefer my layers not to be queriable for the most part to keep the list down when someone does choose that option.  Right now whenever I add a new layer, I have to remember to uncheck that box.  It would be nice if I could control the default behavior of layers when they get added.  The various settings on the Details tab.  Symbology, Identify, Edit, etc.  Some place in Manager to set these defaults, either globally, or by the site.
