2.8.1 base map drawing order changes at 1:2000 and closer and I don't know why
I upgraded viewers today from 2.7.1 to 2.8.1 and a user reported to me that the zoning disappears at 1:2000 and closer. Same thing with the 2015 air photos.
Upon inspecting at these scales I noticed that by turning of the default base map, the zoning and air photo appear, indicating they were drawing beneath. I did not set up the site in this way, and so suspect it to be a bug in GVH 2.8.1. I can get around the problem at these scales by changing to the Land Use Zoning layer theme or the Air Photo 2015 layer theme. Only All Available Layers exhibits this troublesome behaviour.
I have other sites that use the same services that do not exhibit this problem. Only the one site does. Has anyone had a similar experience and found a solution to share here?

We looked into this together already, so I'm just posting a quick summary for any future readers:
This one turned out to not be a scale-related problem. The issue had to do with the viewer displaying the wrong site for the url that was used. We are working on fixing the underlying cause.
