Skip links don't always display when tab is pressed in HtTML 5 2.9 on most browsers

This is an odd one and I wonder if there are some browser settings that's causing this...

 

The skip links work as advertised in the Maxthon browser only. I've tested it with latest version of Chrome, and Internet Explorer 11... In Chome and Ie 11 it works when I first load but subsequent tabs start tabbing around the various tools and areas on the screen and skip links don't appear again. It works great in Maxthon but the others not so much.

  We expect skip links to work fine in Chrome and Internet Explorer 11.

   

  When you first load the viewer, first tab will take you to skip links. However, once skip links goes away, you will need to do multiple shift+tabs or go tab through whole page or click on address bar and then press tab to get to skip links.

   

  If you used skip links to jump to a particular section, shift+tab will not take you directly to skip links.

   

  There is no hotkey combination to open skip links.
