Changing layers available for map tips

Is there any way to change what layers generate map tips on the fly?  I know there are viewer commands for changing identifiable layers, but it looks like map tips are all or nothing.

  Are you looking for the user to be able to turn on/off map tips or are you asking how to turn off map tips and leave the identification on for a specific layer?

  Thanks Becca.  I think I didn't explain that very clearly.

   

  Say I have layers A,B,C,D, and E that I have configured map tips on.  I'd like to run a startup workflow that limits what map tips are available by user or role.  For example, utility locators see map tips for layers A and C; inspectors see map tips for B, C, and E; and engineers see all map tips.
