Is it possible to disallow editing on graphic's/drawing's individual vertex

Hi, maybe an odd questions. Is there a way to disallow editing on graphic's/drawing's individual vertex? for example, I want to add a feature geometry to Drawing / Graphic using workflow, and allow user to use the Drawing Edit tool to rotate or pan the drawing as a whole, but don't want users to move, add or delete a vertex. is it possible to configure somewhere? thank you.

  you cannot customize the in built editing tools (that I know of)

   

  otherwise you can create an editing workflow

   

  Though personally I am not sure why you would want to allow your users to pan or rotate a drawing but not edit it any other way, might as well disable any editing of the drawing to begin with.

  Thanks Sylvia. The purpose of my workflow is to offer user a set of template features that could be placed on the map with ability to rotate and move around, but not to change the shape of the feaure. kind of like how I put buildings on the plan in SimCity
