Why does Set Layer Definition and Get Layer use different Id's to access a layer in WAB?

So I'm very green to Workflow 5, so maybe I'm missing the obvious. While creating a recent workflow, I encountered a fundamental difference i the way different toolbox items access a layer in a WAB app.

 

Get Layer uses the names as shown in the map and app:

 

Trying to use the same exact layer using Set Layer Definition Expression requires that I look at the JSON file to find out the ID's used by the application.

This isn't well documented and I don't quite understand the fundamental differences. Any help would be appreciated.
