attachment forbidden

I have recently moved a website to a new instance to implement Reporting 5 and use ArcGIS.com as the security provider. The old secured site allowed a user to add attachments to features that were in a secured rest service. I added the rest url to the proxy page as required and the user could add attachments. In a copy of the website in the new instance with ArcGIS.com security, the user can no longer add attachments and gets the forbidden error. It appears the site secured with ArcGIS.com is not using the proxy to allow attachments to the rest url for the featue service. I cannot find any documentation on any additional steps to allow attachments in sites secured with ArcGIS security. Any help is appreciated.
