Creating a GE app with the "look and feel" of an ESRI Dashboard

I love the dynamic an easily understood interface of ESRI's web apps, particularly the Dashboard setup integrating many charts providing a wealth of information at a visual glance. However, some of our applications and data must be kept confidential for only particular departments or individuals, but we cannot afford to buy additional blocks of ESRI users.

I would like to set up a fairly simple Geocortex site that has the "look and feel" of the Dashboard, but utilizes the Rolls and Users configured in the GE site. There are a few road blocks I've encountered so far to accomplishing this. I'm wondering if anyone has accomplished the following:

• Create charts that show either all values (default) or selected (if users has selected any features) - currently the charts are only visible/active if at least one feature is selected
• Keep charts always open (versus user manually opening)
• Arrange the charts in different areas around the map (versus always docked in the same place)
