Want to develop purely offline viewer for Public Safety - Is this the right choice?

We need something for Public Safety to use when they are out of communication with dispatch/cellular. This will go on to their in-vehicle PCs (Panasonic Toughbooks) running Windows. The app needs to have both the County and City aerials and shaded relief. Need to be able to access PDFs stored on the PC for Pre-Plans and Fire Run Book pages. There will be no editing. Want GPS to work. There will also be a number of vector layers. We want to be able to pre-load the aerials and vector layers for whole County.
