File Picker Won't Work for Same File on Subsequent Form Loads

I have a workflow which contains a form with a file picker. That form can be reloaded several times before the user completes the workflow. if the user tries to select a file that was selected in a prior instance of the form, it does not get selected or uploaded

  Hi Carl,

   

  It is possible that if you are trying to upload the same file to a feature layer that ArcGIS Server is preventing the duplicates. From testing Workflow, it appears as though there are no issue with selecting the same files and having the form outputting the correct content.

   

  Are there any errors displayed in Workflow through the browser console? Also, is there a reason why they are prevented from uploading multiple files from the first time the form is run?
