Feature Service Functional Output settings not working

I have a feature service set up, it is one feature class, its published as two separate layers on the service. I do this simplicity, on the users end. I can set up different reports then, limit options for the end users. 

For the last 3-4 years I've done it this way. I have set the service output as the fields I want them to be able to edit, in the viewers. Since I have updated to the latest version of Essentials, this no longer works. I've tried removing the services and re adding them, still both layers come up the exact same, even if the output is different. Is this a bug in essentials? Or am I missing something?
