Export button missing in HTML5 viewer for one user

I heard from a user that neither he nor his colleague can see the Export button on the toolbar of my 2.11.2 HTML5 viewer. Yet I can see it there. Similarly the map context menu for him lacks Export a map image. I do not believe this has to do with permissions because they cannot be set per tool, am I right? 

 

 

So what could be the reason Export is missing for one person but not another on the same site?

  In further follow up with the user I determined the Edge browser he is using while working from home is feeding him the Tablet version of the viewer, which lacked the Export options. Things are all straightened out now.
