How to run a Workflow5 from Toolbar Tool (not button) and pass the parameters

Hi,

 

When adding a Button to HTML5 Viewer Toolbar it is possible to set the Command Parameters. But that setting is missing for Tool, and I'm wondering how I could call a command need input parameters like RunWorkflowByUrlAndInputs from a Tool. Thanks.
