AGOL layers always on top.
Is there anyway to change the layer order of ArcGIS Online layers?
They always appear on top, no matter what order they are in the map services/layer list.
For instance, a hosted feature class in ArcGIS Online is added (say parcels), it covers many of the layers that are from dynamic map services in ArcGIS Server. I'm trying to work around this with better scale dependencies, but it'd be nice if the basemap information/labels could be on top of the boundaries for the parcels hosted feature class in AGOL.

Featureservices will always draw on top. You may be able to get around it by adding the individual layers of your mapsservices to AGOL and then adding them. This typically makes them act like featureservices. 0
