Change Layer Drawing Order limit to what's visible in Layer List

Is there any way to limit the layers listed in the Drawing Order tool to layers that I've included in my layer list? I have various base map and historical imagery layers in my viewer that the user can't turn on or off, and I don't want those to be listed since it clutters up the drawing order list.
