Change Graphic Layer Drawing Order in Viewer

Is there any way to have the user change the drawing order between the graphics layer and the service layers in the HTML5 Viewer?

 

 

For example, when a user uploads a shapefile, they're able to change the order that the shapefile is drawn with the existing service layers?

 

 

I know in Panel Action Menu in the Layer Pane allows for manipulating the layer drawing order. The graphic and service layer are grouped separately and it seems like the graphics layer is on the top by default, but is there a way to change that?
