Highlight polygon feature on map with double outline instead of just a single outline

In the Feature Picture Box control under Actions, I see where you can designate a color for an outline (applied to the selected map feature). Is it possible in the Feature Picture Box to create a second feature outline that is wider and lies underneath the original outline?

The image below shows an example of what I am trying to achieve.

You can see that there is a darker outline under the original lighter colored outline - this is what I'm wanting to do for my selected feature outline in the Feature Picture Box.
