Set Fallback Locale

Hi,

I want to change the Fallback Locale for a Mobile app, in the SaaS environment. However, I can only pick English from the dropdown list. Is there a way to change this to a different language? Should I configure this elsewhere? Would this otherwise be possible in the On Premise version?
