Is it possible to run a summary report for all features within a dataset without having to pass feature id's?

I'm in a map and I want to generate a population estimate report for our city. The source data is coming from a point feature class. The map that I have does allow me to select various boundary features and run summaries per boundary, but I would like to have the report give me a summary for all features, with various breakdowns. For example, look at the entire dataset, then based on different attribute filters, summarize data. For example; water service area = True filter would give me total population within water service area, or sewer service area = True, I would get the summary of the population for the sewer service area, etc... I've attached a sample report.
