Add the Theme Ability to Web

This is an Equivalency of Essentials. We can add layers, per Theme Category, allow certain layers to turn on an some that will remain off until user selects to turn on.

This functionality is available today as 'layer presets'. Currently allows you to create a named preset that will turn layers on/off and optionally also change the basemap. There is current work being completed that will extend these presets to also give you the optional ability to adjust layer transparency, change expand/collapse state of layers with sublayers, and even to remove layers from view in the layer list.
