Workflow 5 Error "The application is experiencing issues while performing this operation."

Hello ,

I have a simple workflow 5 (Version 5.23.0). The html viewer I used is html5 viewer 4.14.4.

When I ran through 'I want to menu', it is ok

However, if I configured it through Layer description hyperlink, I got the error

How can I resolve the issue? I have followed all instruction here and the workflow item on portal has been shared to everyone.
