Redirect URL could not be reached

Trying to install Workflow on prem and I'm getting the error for the redirect url: "This Redirect URL could not be reached."  I'm able to ping it.

  I managed to get it after doing the same thing repeatedly for 30 minutes (definition of crazy?). Not sure what i did differently or if there was some time needed to propagate. :P
