Using ArcGIS Online webmaps in an on prem Portal installation

    I've run into this issue as well. What I found is that there isn't a method of using AGOL webmaps in a Portal context directly, however, you can export a webmap from AGOL and then republish it to your Portal.

    Esri have a decent KBA on backing up/exporting from AGOL here: https://support.esri.com/en/technical-article/000027271

    You'd then take that exported project or map package and share it to your portal: https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/share-a-web-map.htm

    Thanks a lot for your answer and the links, but this might be a workaround that won't fit, as you would need to maintain two identical maps. Do you know if this is in the roadmap?

    From my brief testing, a collaboration setup is a potential workaround but requires a copy. This is dictated by Esri's sharing model.

    Caveats: 

    • The ArcGIS Online organization must be the host of the collaboration.
    • An ArcGIS Enterprise organization can only collaborate with one ArcGIS Online organization at a time.
    • ArcGIS Enterprise participants must be at version 10.5.1 or later.
    • When collaborating between ArcGIS Enterprise and ArcGIS Online, all communication is initiated by the ArcGIS Enterprise portal. To allow this communication, network firewall rules must support outbound communication over port 443.
    • You can share content as references or as copies depending on the item type.
