Change style on Location Note

We can use the 'Add Location Note' to add some text mark-up. However, this appears to be white text with a black outline. Ideally, the end user would be able to change the colour of this text, as they can with the drawing tools.

  Also, it would be nice to have the ability to move the note after it's been created. The "Edit Location Note" does not allow you to move it.
