Accessibility - awareness of keyboard shortcuts

How does someone that is dependent on screen readers become aware of of the keyboard shortcuts available to them: https://docs.vertigisstudio.com/webviewer/latest/admin-help/keyboard-shortcuts.html? 

Do developers need to make mention it somehow, similar to how the Skip-links dialog appear when one tabs through the app on startup?
