Populate Check Group check box items by importing spreadsheet

It would be great if we could create the items in a Check Group by importing an Excel spreadsheet with Label, Value, and Tooltip columns. Manually creating these is very time consuming, and I haven't found a way to accomplish this with a subworkflow.
