Scale Input: Add locale-aware number formatting (thousand separators/commas)
The Scale Input component currently displays scale values without thousand separators (e.g., 66044567). For large-scale maps this makes it difficult for users to quickly read and interpret the scale at a glance. This is the setting in current Geocortex.
Request: Add locale-aware number formatting to the Scale Input component so that scale values display with thousand separators (e.g., 66,044,567 in en-US locales).
Business justification: Our previous viewer (MAV) displayed commas in the scale, and our users have come to rely on that for readability. This is a small UX improvement that would benefit any application displaying large scale denominators.
Suggested approach: Since the Scale Bar was replaced with a Calcite-based component in 5.40 (item 324868), a similar modernization of the Scale Input to use Calcite (or at minimum, Intl.NumberFormat / toLocaleString()) would naturally bring locale-aware formatting and address this request.
