Change from Capital City default app when no app is specified

Our public-facing app is site/web?app=12345etc

without the ?app= it uses the Capital City app which my IT director doesn't love.  Can this be changed to something that won't confuse a lost user?

  It comes from a /apps/default.json file somewhere in the Web program components.
