Pop up configuration not updated in JSON projects

In VertiGIS Studio Web, users have the ability to add layers and create their own custom project JSON file. This gives users the freedom to compile their own layer list and starting extent. However, when a user creates such a project with added layers, and the pop-up configuration in the service of an added layer is later changed, the new pop-up configuration is not applied in the project.

Curiously, the symbology and labeling are updated automatically. One would expect the same behavior for pop-ups. My request to VertiGIS is to address this. It seems to me that this is a bug, but VertiGIS explained this behavior as "by design."
