Add timeout threshold settings for web map services

Beyond setting the failure behavior for service layers, it would be helpful to add a timeout threshold like we had in Essentials for services. With increasing instability in some services we have had issues with some services hanging and causing the load time of a viewer to delay for over a minute waiting for a response. In Essentials we could manage that by setting timeout thresholds in manager.
