One app - Different layer exensions task settings

What's the best practice for the following scenario?

You want to have one application. But have different actions one one same layer

But members of portal group X have to alone add objects to the layer but no edit or delete.

But members of portal group Y have to alone edit objects to the layer but no add or delete

but members of portal group z have to alone delete objects of the layer but no add or edit

but members of portal group za have to only view objects of the layer
 

In VS Web you have to option of ‘visibility filters’ . But I don't see that one in VS Mobile..
