Display metadata for layers from an ESRI portal

When layers are added from an ESRI portal, Users can only see the name of the layer, the type, the owner and when it was last updated in the selection list. They do not have access to the metadata for the layers. However, this would be important to be able to determine whether the data is relevant to them and from which source the data originates.
