Missing is null & is not null options from OOTB Query tool

Hi - I have an issue where I do not see the options of “is null” & "is not null" for a string attribute.

At development environment, the options are available as below,

But in the pre production environment, these two options ( is null & is not null ) are not available.

Geocortex rest map service :
FEEDERID [Feeder ID] (Type: String, Visible: True, Searchable: True, Can Symbolize Unique Value: True, Can Symbolize Class Breaks: True, Addressable: True)

ArcGIS Server map service :
FEEDERID ( type: esriFieldTypeString, alias: Feeder ID, length: 20 )

Please note that I am using the same versions, same published map services, same database … wondering what else might cause this issue .. please advise!
