Layers - Layout settings flexibility

1. What would be the command to run the Reorder layers with a button, if there is any?

I would like to have the Reorder button on the Functions Tab and activate the Layers Tab and then Activate the Reorder functionality.

2. Why are the Action menus next to the layer and at the Top the same Action menu?

The top 3 items are not logical for the Layer Action Menu.
And the bottom 8 have unexpected behavior when activated on the Top Action Menu.

If it would be separate Action Menu's it gives way more flexibility.

Could I completely remake the [Filter layers | Reorder | Action menu] row?

If the Reorder would be a command I could make it a button. The Action menu could be an Expand with the logical options. But the Filter layers is not a configurable element.
