New layout capability: non-resizable line between Rows/Columns components

Currently there are 2 options to visually separate Rows/Columns components in VS Web (5.31.0):

• Not resizable → No line visible
• Resizable → Thick line visible with resizing capability

Please add a 3rd option:

• Not resizable + small line → Small line visible without resizing capability
