Tool in Toolbar Not Enabled

I have a tool in a tool bar (HTML5 4.14.5) that is calling a RunWorkflowById that is not enabled.  The workflow is added and configured in the Site and configured (same as our staging environment that works) however when refreshing the browser the tool is not enabled.
