Independent highlight border and fill colours (and transparency)

RELEASED: Web 5.32 (controls over transparency in highlighting/focus)

I know that highlighting can be switched on or off and the border can be made transparent already. When our users have multiple layers on and try to identify the result the highlight obscures the map. We've had multiple complaints about this happening, but we want to have the result highlights on. It would be nice if there was a way to control the fill and the border independently so that we could put a highlight border on without the fill.

  I could see adding a property for highlight such as "disable fill"

  Why can't we control the fill and border colours independently like in GVH? An option to disable fill would be nice, but it would be better if we can fully control the transparency instead (to allow a slight colour shading if desired)
