Speed up starting time and tuning

We are monitoring the startup time of a geocortex site. The intial get's are below the 3 seconds When geocortex is posting (POST) the url it takes about 3 seconds and a responds of 4 seconds. This makes a total time of 10 second before the user gets a screen of the web application Are there tuning options? Checks to exclude and so ? Settings etc ?
