HTML5 - Follow me map

At Queensland Transport and Main Roads our road inspectors drive along the road looking for faults (e.g. new pot holes). I would like them to be able to have a device in the vehicle showing a map that followed their location as they drove. When they pass a fault, they would invoke a button to capture the location of the fault. When they found a place to pull over, they walk back to the fault and complete the rest of the details and capture a photo of the fault.

We the HTML5 viewer be able to support a "follow me" map that continually re-centres on the device location?
