Can't find Viewer.xml - RESTmanager not working!

The site will not load because it can't get to the Viewer.xml file and then I have discovered that the REST Manager is not working either.

I have tried to do a repair of the REST manager but still it does not work, I am getting very desparate ...

ANY other IDEAS??
