Base Map Order

Both the HTML5 & Sliverlight viewers are not reflecting the order of the Base Map layers set in the Layer List.

  Are you using site inheritance? If so, check the <MapServices MergeMode="Layout"> settings.

  It's not site inheritance.  What I've noticed is the order of base maps is controlled by the order they're in in the Map Services tab not the Layer List.  A bit of a bug maybe?
