Base Map Not Showing Up in Report

My base map (OpenStreetMap) is not appearing in the map area of my report. I can see the data I queried, just not the basemap. I was able to get it to work with a different feature service. I'm wondering if that is the root of the problem, or if my extents are not set correctly. Also, it doesn't appear to be zooming into the selected features. Any advice would be appreciated.

Below is what is what I'm getting in my report. The one on the left working fine, the one on the right is missing the OpenStreetMap base map.

  I figured it out. I had the wrong projection on my feature service.

  I've also seen this happen. For me, the solution was to enable TLS1.2 and upgrade .NET to 4.7 on the GXE servers. There is a knowledge base document online that I found explaining this.
