"Reports" function produce empty reports

Hi all,,

I have configered a report for a such layer in GE and it's working properly like this photo

/customer/servlet/servlet.FileDownload?file=00P6000000em1VAEAY

But when i try to have a report for a places with empty values in a previous layer i have an empty report like this !

/customer/servlet/servlet.FileDownload?file=00P6000000elu7ZEAQ

I would expect to have somtheing to tell the end user that theres no available data for this place , How can i do this?!
