Group Layout "Small" option not working as expected

Hello all,

I am trying to configure the tablet viewer (Html viewer 2.4) and changed all the Group Layout option to "small".  Here is how it is displaying.  From other posts I see, the tools/buttons should be stacked.  Not this.  Any ideas?

Displays this way on iPAD (Chrome and Safari) and on the "Tablet Preview" in Essentials.
