Convert Upper Case Street Name

All of my street names in the database are all upper case.

Is there a way to convert them to upper and lower case.

Example: BIRCH AVE to Birch Ave

My current line string is generated by : schoolResults.First.attributes("VTSTREETNAME").toString()
