Turn clustering on/off for layer via workflow with GVH 2.5

Does anyone know if you can toggle or turn on/off clustering for a layer via a workflow - I see there is a RemoveClusterLayer command to turn off the graphics with comand parameter of map layer ID and one can do it layer by layer from the layer list options, but it's not obvious or user friendly for general users.  A simple workflow I could attach to the "I Want To..." drop down would be great.  The option to toggle on/off even better.
