Missing Toolbar behavior configuration settings

After upgrading to Essentials 4.4.1 and GVH 2.5.1, the "Identify Tools" and the "Buffer" settings sections of the viewer Toolbar Behavior configuration are missing.  Only the "Measurement" section is available.

 

 This is a site ( created using  Essentials 4.3.1 and GVH 2.4.1) was created prior to the upgrade.  I double checked to make that the viewer was upgraded to 2.5.1.   Also, when an identify tool is selected in the viewer, the "Enable Buffering" selections do not appear.  I did check and the Buffer Module is present in the ...json.js files.

 

Did I miss something in the upgrade?   Any thoughts on how to correct this?
