Add the ability to change scale with drop-down menu or typing (like in AdvancedControlsRegion in Silverlight viewer)

In the Silveright viewer you can change the scale with a drop-down menu (AdvancedControlsRegion > MapScaleShow). It would be great if this function could be added to the HTML5 viewer as well.
