Legend on a report created from a workflow - How???

I started with the "Multi Layer Report with Map" sample provided in Code Gallery and have come a long way it expanding it for our "drill down report of many layers" from a point clicked.

 

This report is created within a workflow using a dataset passed to the Template Report Activity.

 

Now I would like to have the legend appear in the report.  I am not seeing a way to do that.  I see how the ExportMap was used to pass an Image of the map to the dataset. But not any options for legends?

 

If this is truly the case, please let me know so I will stop looking.
